That is close to the best disclosure on this site. What pulls it down is a sentence on the plans page: "No hidden fees, no 'starting at,' no surprises." The drug pages then open with "$99/month all-inclusive on the annual plan" and repeat "from $99/month" further down. A starts-at figure is exactly what that promise rules out, and the company is using one.
